为维护教育公平与学术诚信，依据教育部《学校招收和培养国际学生管理办法》及《普通高等学校学生管理规定》之规定，现通告如下：
第一条申请阶段违规处理
凡查实存在以下情形之一者：
（一）提交伪造、变造的学历证书、成绩单、体检报告或无犯罪记录证明等材料；
（二）隐瞒在中国高校（含港澳地区）就读史、纪律处分记录或签证拒签史等关键信息；
处理决定：立即终止其申请资格；列入我校国际生失信名单；于学院官网脱敏公示两年。
第二条录取后违规处理
已获得录取资格或办理入学手续者，若查实存在申请材料不实、隐瞒处分记录、伪造背景经历等行为：
处理决定：即刻取消录取资格或注销学籍；并在“来华留学管理信息系统”标注“提供虚假材料或者不真实材料等”；
情节严重者：通报申请人国籍国驻华使领馆；及函告学历认证机构等。
第三条预录取政策变更
自即日起执行：
（一）全面停止发放预录取通知书；
（二）需凭证件者改为开具《申请状态说明》，该文件须包含以下效力声明：
“本说明仅证明申请材料进入审核流程，不构成任何录取承诺。最终录取结果以省级教育主管部门审批文件及我校正式录取通知书为准。”

Notice on Strictly Dealing with Falsification of Application
Documents by International Students
In order to safeguard educational fairness and academic integrity, and in accordance with theAdministrative Measures for the Enrollment and Cultivation of International Students by Schoolsand theRegulations on the Administration of Students in Regular Institutions of Higher Educationissued by the Ministry of Education, the following is hereby announced:
Article 1 – Handling of Violations during the Application Stage
Any applicant found to have committed any of the following acts shall be subject to the corresponding sanctions: Submitting forged or altered academic certificates, transcripts, medical examination reports, or certificates of no criminal record, etc.; Concealing key information such as previous study experience at Chinese higher education institutions (including those in Hong Kong and Macao), disciplinary records, or history of visa refusal.
Decision: Immediate termination of the application; inclusion in the university’s “List of Dishonest International Students”; anonymized public disclosure on the university website for two years.
Article 2 – Handling of Violations after Admission
For those who have already been granted admission or have completed enrollment procedures, if found to have provided false application materials, concealed disciplinary records, or fabricated background information:
Decision: Immediate revocation of admission or cancellation of student status; record of “Providing false or inaccurate materials, etc.” to be marked in the Study in China Information Management System.
For serious cases: The matter will be reported to the applicant’s embassy or consulate in China, and a formal notification will be sent to academic credential evaluation agencies, etc.
Article 3 – Change of Pre-admission Policy
Effective immediately:
The issuance of pre-admission notices will be completely discontinued;
For applicants who require proof of application status, a Statement on Application Status will be issued instead, which must include the following legal disclaimer: “This statement only certifies that the application materials have entered the review process and does not constitute any admission commitment. The final admission result shall be subject to the approval documents issued by the provincial education authority and the official Admission Notice of the university.”
